Joyce Ramsay Carter, 96
SCARBOROUGH -

Joyce was born in Fort Kent, Maine, on Jan. 31, 1921, the oldest of three children of Bernice Vance Ramsay and Scott Reid Ramsay. She passed away on March 15, 2017. She attended the Fort Kent schools, the University of Maine at Fort Kent and the University of Maine, Orono where she was a member of the Tri Delta sorority. She graduated with a BS in Education in 1941. After college, she joined the Navy WAVES and served from 1943 to 1945 in Washington, DC in the Office of Chief of Naval Operations - Communications. She attained the rank of Lieutenant (j.g.).
Joyce married John M. Carter on June 19, 1947, and she and John had two daughters. They lived in Maine, Massachusetts, New York and New Jersey before they moved back to the Portland area in retirement ultimately settling at Piper Shores in Scarborough in 2005.
Professionally, Joyce taught school in the Augusta and Hallowell schools as well as in Uniondale, NY, from which she retired in 1976. She particularly enjoyed the fifth and sixth grades. She also enjoyed travel; she and John traveled extensively in the US, Canada, Europe, Australia, and New Zealand. She also dabbled in oil painting and crossword puzzles, was a great reader, and enjoyed the theater and golf.
Joyce is survived by her husband of 69 years, John M. Carter; daughter Jane C. Weir and husband Robert J. Weir of West Bath; Nancy A. Carter and husband James J. Condon of Ashburn, Va.; grandsons Capt. (Marine Corps) Ian J. Carter-Condon of Okinawa, Japan and Liam M. Carter-Condon of Great Falls, Va.; sister Wilmagene Clark of Calais, Maine; and brother David S. Ramsay of South Paris, Maine.
